An integrated framework which will facilitate ASEAN in responding to the global threat of climate change and food security is now ready for endorsement.

 

The ASEAN Multi-Sectoral Framework on Climate Change: Agriculture, Fisheries and Forestry towards Food Security (AFCC) was finalised by the representatives of the Senior Officials Meeting of the Ministers of Agriculture and Forestry (SOM-AMAF) at a workshop held from 10 to 11 September 2009. It will be submitted to the 31st Meeting of the ASEAN Ministers on Agriculture and Forestry (AMAF) in Brunei Darussalam in November 2009.

 

AFCC, along with its focus on the agriculture, fisheries and forestry sectors, pursues a cross-sectoral programme approach for effective policy making and implementation. It will also provide an arena for ASEAN to better coordinate the support from its partners. 

 

The overall goal of the AFCC is to contribute to food security through sustainable, efficient and effective use of land, forest, water and aquatic resources by minimising the risks and impacts of and the contributions to climate change. 

 

To achieve its goal, detailed activities will be identified and implemented under the two major objectives of: (i) coordination on the development of adaptation and mitigation strategies and (ii) cooperation on the implementation of integrated adaptation and mitigation measures. 

 

AFCC is closely linked with the existing ASEAN Integrated Food Security Framework (AIFS) and the Strategic Plan of Action on Food Security. It also complements the current effort of the ASEAN Climate Change Initiative (ACCI) and is designed to coordinate with the ASEAN Working Group on Climate Change, which will be established under the ASEAN Ministerial Meeting on the Environment (AMME). 

 

The GTZ-supported ASEAN-German Regional Forest Programme (ReFOP) and the Australian Development Assistance Agency jointly supported the Workshop and a previous ASEAN high-level Seminar in developing the AFCC.
